As a collective voice for sexual assault nurse examiners and Sexual Assault Forensic Examiners state wide, Cal SAFE is dedicated to tracking, identifying, reviewing, and advocating for legislation that has a impact on the important work we do. This year's Legislative session (2019-2020) took place against an unprecedented pandemic that forced Legislators into back-to-back Legislative recesses. The shortened legislative calendar and the state's gutted budget forced legislators to scale back on their bill-passing ambitions. Below are the legislative bills we were watching and their current status. 


​Bills that we Supported:

AB-2741 (Assembly woman Blanco Rubio) - Approved by the Governor and Chaptered
  • Creates statues for Child Advocacy Centers and authorizes counties to create Child Advocacy Centers (CAC) to implement a coordinated multidisciplinary approach to investigative reports of child abuse. It also requires the CAC to meet certain standards.

Other Bills that Passed:

AB-890 (Assembly Member Jim Wood - Approved by the Governor and Chaptered
  • A bill allowing nurse practitioners to work without physician oversight has cleared the Legislature for the first time in three tries. 
  • Would enable NP's to practice independently as long as they meet several supervisory and educational requirements.
  • A way to expand care for patients amid a shortage of primary care providers. 
SB-145 (Senator Scott Weiner) - Approved by the Governor and Chaptered
  • Exempt defendants convicted of specified, non-forcible sex offenses involving minors from mandatory registration as a sex offender. 

​​Bills that did not make it through this legislative session:

AB-2728 (Assembly Member Marc Berman)
  • A bill Cal SAFE Supported that would establish a Statewide Sexual Assault Response Team Advisory Council. 
  • Died in committee. 
  • Assembly Member Berman intends to reintroduce next legislative session.  
AB-248 (Assembly Member Tom Lackey)
  • An act to amend Section 680 of the Penal Code relating to sexual assault forensic evidence. 
  • Died in committee.   
SB-1094 (Senator Connie Leyva)
  • A bill that would specify that a medical evidentiary examination includes the treatment of any injuries sustained as a result of an assault, and would authorize the State Department of Health to assess a penalty against any hospital and clinic for charging the victim for any part of the medical evidentiary examination including the treatment of injuries. 
  • Senator Leyva voluntarily pulled the bill due to the shortened Legislative session and state budget limitations.   
SB-938 (Senator Scott Weiner)
  • An act to amend Section 802 of the Evidence Code, and to amend Section 1473 of the Penal Code relating to trail testimony. 
  • Died in committee.
